However, contractual terms and
conditions shall be applied and enforced in case of any contradictory matters
that may arise.
Purpose of this method is to control
the commissioning activities in line with the Project Quality Plan and
Project Technical Specification requirements to achieve the optimum results for
the water leak detection system.
Water Leak Detection
System Introduction:
The proposed Water leak detection
system in the project includes different independent zones, with multiple sense
cables, monitored by a control panel.
Inside the zones, each cable will be
named and recognized as working independently.
Water Leak Detection system used shall
detect and locate simultaneous leaks precisely.
In case of the leak in one zone, the
rest of the cable inside this specific zone shall remain active and shall be
able to detect any other leak.

Commissioning Team Role:
All pre commissioning and
commissioning activities of Water leak Detection System are the responsibility
of contractor’s commissioning Team.
Pre-commissioning and commissioning
of water leak detection system shall be carried out by specialist
contractor / supplier under the direct supervision of contractors electrical or
mechanical commissioning engineers.
Contractor shall check the
commissioning works prior to submission to the client for witnessing and
approval.
In case of failure in any test, the
specialist Contractor will rectify, and to re-offer the test for re-witnessing
and approval.
Final Testing & Commissioning
Report for Water leak Detection System will be forwarded to the client.
QA/QC Engineer shall inspect the
installation activities to ensure system completeness/readiness is achieved
before commencement of any Commissioning activity and shall be monitoring the
commissioning activities to ensure quality standards are maintained throughout
the T&C activities.
Health and Safety
Requirements
All the safety requirements as per HSE
rules shall be strictly followed by every individuals in order to have a safe
working environment and avoid hazards.
Safety permits to be prepared in
advance and obtain approval as per the site safety requirements.
Isolation of the area, and warning
signs displayed as necessary for any testing and energizing.
Ensure all concerned personnel shall
use PPE and all other safety items as required.
Notification of any witnessing of
Pre-commissioning & Commissioning activities shall be forwarded to Safety
Team two (2) working days prior to commencement of activity.
Compliance in accordance with the
relevant specification reference for the Project Health & Safety plan.
Preliminary Checks for Water Leak Detection System
This activity is the responsibility of
and shall be completed by QA/QC under direct supervision of client.
Make sure that all equipment and/or
systems are completely ready for pre commissioning activities.
Check List for Readiness of the Water

approved drawings and design.
Ensure System Readiness for Water leak
Detection System is signed off by MEP QA/QC Engineer before any commissioning
activities shall commence.
Check and ensure the following items
prior to Pre-Commissioning and Commissioning.
Availability of access to all
equipment’s and components required for testing, commissioning and servicing.
Ensure that the system is complete and
conforms to the design drawings and specifications.
Check instruments, which are going to
be used for testing are calibrated and certified by the approved laboratory.
Copies of certificates are to be
forwarded to the commissioning authority.
The manufacturer’s catalogs / O &
M Manual should be available and read in conjunction with this procedure.
Pre-Commissioning Procedure for Water Leak Detection
System:
Confirm correct cable used as per
specification requirements.
Ensure that the water leak Detection
Cable is laid above the raised floors in rooms where the water drips directly
on to the cable.
Make sure that the leak detection
cable is secure as per specification requirements.
Ensure that the signal tags are
correctly placed on the leak detection cable connected to it.
Confirm all cable ends are correct and
in compliance with specification.
Confirm location of Water Leak
detection panel is correct as per the contract specifications and drawings.
Make sure that water leak detection
test descriptions are agreed with the contract specifications, approved and
available for review.
Test descriptions to be correlated
with approved as-built drawings.

Commissioning of Water Leak Detection System
Ensure that all the pre-commissioning
checks are carried out successfully and are approved.
All the panels are stand alone.
Connect the Belden cable and Leak Detection cable using the FG-NIC kit.
Switch on the panel and ensure that
the panel shows a healthy status upon the detection of water.
The panel should show the point of
contact (measured in length from the panel) of water.
Check and ensure Water Leak detection
Panel Integration with BMS through Modbus Communication Protocol.
Ensure Testing for water Leak
Detection system is completed / signed off by MEP and specialist Engineers
after which inspected and approved by Client QA/QC Engineer.
QA/QC Engineer shall be informed one
(1) day prior to any witnessing.
As part of the assessment, the
commissioning inspection procedures must ensure a quantitative or qualitative
acceptance criteria for determining the prescribed activities have been
accomplished satisfactorily.
The team should verify any as-built
record of Water Leak Detection system testing and confirm that the information
meets the project requirements.
Request for Work Inspection Request
(WIR) shall be submitted by Commissioning Engineer to client QA/QC Department
for verification and inspections.
Commissioning Engineer will forward
WIR for inspection and approval in accordance with the approved commissioning
plan.

Health & Safety Requirements
A task-based risk assessment and
mitigation strategy is summarized in the risk assessment form.
Work will commence as per safety
regulations laid down in the contract specification and project safety plan.
Safety gears shall be used. All
personal protective equipment shall be used as appropriate according to the
nature of the job.
For electrical works, provide
nonconductive tools and PPE.
Working on live power cables
/equipment is not allowed.
ELCB shall be used in temporary panel
boards; industrial connectors / sockets for temporary power cable connections.
Safety lights will be used in case of
power failure ensuring the good illumination of the working area to aid
evacuation if necessary.
Adequate lighting shall be provided to
ensure the good illumination on the working area.
Work will be executed through Permit
to Work system.
Workers working at height to
wear their full body harness and should be anchored to a rigid point.
Nobody is allowed to stand on the top
of the step ladder; worker should stand two rungs below from top of the step
ladder. A co-worker must hold the step ladder while in use.
Work inside shafts are not allowed
without work permit and supervision.
Work areas to be provided with proper
lighting and ventilation at all times.
Store tools and equipment and unused
materials stacked in a safe area at the end of the workday.
